Article 43 of the Treaty Establishing the European Economic Community establishes the procedural framework for developing and implementing the Common Agricultural Policy (CAP), requiring the Commission to convene a Member State conference to compare national agricultural policies and, within two years of the Treaty's entry into force, to submit proposals for a common organisation of agricultural markets. The Council is empowered to adopt regulations, directives, or decisions on Commission proposal and after consulting the Assembly, acting unanimously during the first two stages and by qualified majority thereafter, and may replace national market organisations with a common organisation provided equivalent safeguards for producers' employment and living standards are guaranteed and intra-Community trade conditions comparable to a national market are ensured. Where a common organisation for raw materials is established prior to one for corresponding processed products, such raw materials intended for export to third countries as processed goods may be imported from outside the Community.AI
