The funds required for carrying out these programmes shall be included each year in the research and investment budget of the Community. The Commission shall ensure that these programmes are carried out and shall submit an annual report thereon to the Council. The Commission shall keep the Economic and Social Committee informed of the broad outlines of Community research and training programmes.
