Article 71 The Commission shall make all appropriate recommendations to Member States with regard to revenue or mining regulations. Article 72 The Agency may, from material available inside or outside the Community, build up the necessary commercial stocks to facilitate supplies to or normal deliveries by the Community. The Commission may, where necessary, decide to build up emergency stocks.
