Article 231 (ex Article 198 TEC) Save as otherwise provided in the Treaties, the European Parliament shall act by a majority of the votes cast. The Rules of Procedure shall determine the quorum. Article 232 (ex Article 199 TEC) The European Parliament shall adopt its Rules of Procedure, acting by a majority of its Members.
