5. Throughout the procedure leading to the adoption of the financial framework, the European Parliament, the Council and the Commission shall take any measure necessary to facilitate its adoption. CHAPTER 3 THE UNION’S ANNUAL BUDGET Article 313 (ex Article 272(1), TEC) The financial year shall run from 1 January to 31 December.
