Decision No 676/2002/EC of the European Parliament and of the Council of 7 March 2002 establishes a policy and legal framework for the coordination and, where appropriate, harmonisation of radio spectrum use across the Community, covering electronic communications, transport, and research and development, with radio spectrum defined as electromagnetic waves in frequencies between 9 kHz and 3000 GHz. The Decision creates a Radio Spectrum Committee to assist the Commission in adopting technical implementing measures, including through mandates to the European Conference of Postal and Telecommunications Administrations (CEPT), while expressly preserving Member States' rights to use radio spectrum for public order, public security, and defence purposes. Member States are required to publish national radio frequency allocation tables, notify the Commission of implementation measures, observe confidentiality obligations regarding business information, and take all necessary legislative and administrative measures to implement the Decision and any resulting measures.AI
