Council Regulation (EC) No 1/2005 establishes rules to ensure the welfare and protection of live vertebrate animals during transport and related operations within the European Community, including entry and exit controls. It sets general transport conditions, transporter and journey authorization requirements, mandatory certificates of competence and approval, journey log specifications, and technical standards regarding animal fitness, space allowances, travel times, and resting intervals. Competent authorities are empowered to conduct inspections, enforce compliance, issue emergency measures, and apply effective, proportionate, and dissuasive penalties, with the regulation generally applying from 5 January 2007.AI
