Regulation (EC) No 451/2008 of the European Parliament and of the Council of 23 April 2008 establishes a new common statistical classification of products by activity (CPA) within the European Community, applicable solely for statistical purposes, and repeals Council Regulation (EEC) No 3696/93 with effect from 1 January 2008. The Regulation sets out a six-level hierarchical coding structure for classifying goods and services by economic activity, requires the Commission to use the CPA for all statistics classified by products by activity, and permits Member States to derive national classifications provided these remain consistent with CPA subcategories and include correspondence tables. Implementing measures, including amendments to reflect technological or economic developments and alignment with other classifications, are to be adopted through the regulatory procedure with scrutiny, with the Statistical Programme Committee assisting the Commission.AI
