Commission Regulation (EU) No 164/2010 of 25 January 2010 establishes, pursuant to Article 5(1)(b) of Directive 2005/44/EC on harmonised river information services (RIS), the technical specifications governing electronic ship reporting in inland navigation across EU Member States. The Regulation mandates the use of four UN/EDIFACT-based message formats—ERINOT (voyage and cargo notification), PAXLST (passenger and crew list), ERIRSP (response and receipt message), and BERMAN (berth management port notification)—together with standardised code sets for vessel identification, dangerous goods, location, and cargo classification. The Regulation is directly applicable in all Member States and provides for amendment procedures through an expert group and the Committee established under Council Directive 91/672/EEC.AI
