Regulation (EU) No 305/2011 of the European Parliament and of the Council establishes harmonised conditions for the marketing of construction products within the Union by requiring manufacturers to draw up a declaration of performance in relation to essential characteristics assessed against harmonised technical specifications, and by mandating the affixing of CE marking as the sole conformity marking attesting declared performance. Key provisions govern the obligations of all economic operators in the supply chain, the designation and operation of Technical Assessment Bodies (TABs) and notified bodies responsible for assessment and verification of constancy of performance, and the procedures for developing European Assessment Documents and European Technical Assessments for products not fully covered by harmonised standards. The Regulation repeals Council Directive 89/106/EEC, provides transitional arrangements for products placed on the market before 1 July 2013, and confers delegated powers on the Commission to establish classes of performance, threshold levels, and applicable assessment systems.AI
