The Regulation's core operative provisions mandate the freezing of all funds and economic resources of listed persons (Annex I) and prohibit making such assets available, directly or indirectly, while providing limited derogations for basic needs, legal fees, pre-existing judicial liens, and pre-designation contractual obligations, subject to competent authority authorisation.
