The European Commission determined that the unlimited State guarantee resulting from the conversion of the Institut Fran''ais du P)'trole (IFP) into a publicly owned industrial and commercial establishment ('')'tablissement public '' caract''re industriel et commercial'' — EPIC) constitutes State aid under Article 107(1) TFEU regarding its economic activities. While the guarantee does not extend to IFP''s private-law subsidiaries, it confers a selective advantage on the parent entity through more favorable terms in dealings with suppliers and customers. The Commission held the aid compatible with the internal market provided that IFP maintains accounting separation for ancillary economic activities and ensures that total public funding remains within the intensities permitted by the R&D&I Framework.AI
