European Commission 20 February 2013, 2013/112/EU: Commission Recommendation of 20 February 2013 Investing in children: breaking the cycle of disadvantage
Also known as
Commission Recommendation 2013/112/EU of 20 February 2013, adopted pursuant to Article 292 TFEU, calls on Member States to combat child poverty and social exclusion through multi-dimensional, integrated strategies structured around three pillars: access to adequate resources (including parental labour market participation and income support), access to affordable quality services (covering early childhood education, health, housing, and family support), and children's right to participate in decisions affecting their lives. The Recommendation establishes horizontal principles requiring a children's rights-based approach grounded in the UNCRC, the Charter of Fundamental Rights, and the TEU, with particular attention to multiply disadvantaged groups including Roma, children with disabilities, and children in alternative care. Implementation is to be supported through strengthened governance and monitoring arrangements, the Europe 2020 Strategy framework, and relevant EU financial instruments including the Structural Funds, the European Social Fund, and the Fund for European Aid to the Most Deprived.AI
