Regulation (EU) No 1380/2013 establishes the reformed Common Fisheries Policy (CFP), governing the conservation of marine biological resources and the management of fisheries, fleets, aquaculture, and related market and financial measures across Union waters and by Union fishing vessels in non-Union waters. Key provisions mandate achievement of maximum sustainable yield exploitation rates by 2015 where possible and no later than 2020, introduce a phased landing obligation eliminating discards, require Member States to align fleet capacity with fishing opportunities, and establish a regionalised governance framework through joint recommendations and Advisory Councils. The Regulation repeals Council Regulation (EC) No 2371/2002 and Council Regulation (EC) No 639/2004, amends Regulations (EC) No 1954/2003 and (EC) No 1224/2009, and applies from 1 January 2014.AI
