The listed persons include senior Russian Federation officials, military commanders, electoral commission chairs, and a media figure, designated on grounds including public support for the annexation of Crimea, command of Russian forces occupying Ukrainian territory, administration of the Crimean referendum, and propagation of government messaging supporting military deployment. The legal basis for the Decision is Article 31(2) of the Treaty on European Union and Article 3(1) of Decision 2014/145/CFSP, and the Decision entered into force upon publication in the Official Journal of the European Union on 21 March 2014.AI
