Commission Decision (EU) 2017/848 of 17 May 2017, adopted pursuant to Articles 9(3) and 11(4) of Directive 2008/56/EC (Marine Strategy Framework Directive), establishes binding criteria, methodological standards, specifications, and standardised methods for monitoring and assessment that Member States must apply when determining good environmental status (GES) of marine waters and when establishing coordinated monitoring programmes. The Decision introduces a distinction between primary criteria, which Member States must use unless justified otherwise, and secondary criteria, which are applied to complement primary criteria or where GES is at risk, and requires threshold values to be established through Union, regional, or subregional cooperation by 15 July 2018, with national proxies permissible in the interim. Decision 2010/477/EU is repealed and replaced by this Decision, which entered into force on the twentieth day following its publication in the Official Journal of the European Union.AI
