Directive (EU) 2018/851 of the European Parliament and of the Council of 30 May 2018 amends Directive 2008/98/EC on waste to advance the transition to a circular economy by introducing new definitions (including municipal waste, food waste, backfilling, extended producer responsibility scheme, and material recovery), raising preparing-for-reuse and recycling targets for municipal waste to 55%, 60%, and 65% by 2025, 2030, and 2035 respectively, and establishing general minimum requirements for extended producer responsibility schemes. Key provisions mandate separate collection of bio-waste, hazardous household waste, and textiles, set rules for calculating recycling targets, and require Member States to adopt waste prevention programmes including specific food waste prevention measures. Member States must transpose the Directive by 5 July 2020, with existing extended producer responsibility schemes required to comply with the new minimum requirements by 5 January 2023.AI
