Regulation (EU) 2024/792 of the European Parliament and of the Council of 29 February 2024 establishes the Ukraine Facility, a medium-term instrument providing up to EUR 50 billion in support to Ukraine for the period 2024–2027, structured around three pillars: (I) financial support for macro-financial stability and implementation of a Ukraine Plan comprising reforms and investments; (II) a Ukraine Investment Framework deploying financial instruments, budgetary guarantees, and blending operations backed by a Ukraine Guarantee of EUR 7.8 billion; and (III) technical assistance and accession-related support, including borrowing cost subsidies. Support is conditioned on Ukraine's continued adherence to democratic mechanisms, the rule of law, and human rights, with disbursements under Pillar I linked to satisfactory fulfilment of qualitative and quantitative steps set out in a Council implementing decision approving the Ukraine Plan. The Regulation establishes robust financial protection mechanisms, including an independent Audit Board, obligations on Ukraine to prevent and correct fraud and corruption, and rights of access for the Commission, OLAF, the European Court of Auditors, and the EPPO.AI
