Council of the European Union and European Parliament 27 November 2024, Regulation (EU) 2024/3110 of the European Parliament and of the Council of 27 November 2024 laying down harmonised rules for the marketing of construction products and repealing Regulation (EU) No 305/2011 (Text with EEA relevance)

Also known as

Regulation (EU) 2024/3110 of the European Parliament and of the Council of 27 November 2024 establishes harmonised rules for the placing and making available on the market of construction products within the Union, repealing Regulation (EU) No 305/2011, with the dual objectives of ensuring free movement of safe and sustainable construction products and contributing to the green and digital transition. The Regulation introduces a comprehensive framework encompassing harmonised technical specifications (performance harmonised standards, implementing acts, and delegated acts), a combined declaration of performance and conformity, CE marking requirements, mandatory life-cycle environmental sustainability assessments, and a construction digital product passport system, while defining obligations for all economic operators in the supply chain including manufacturers, importers, distributors, authorised representatives, and fulfilment service providers. The Regulation applies from 8 January 2026, with certain provisions applicable from 7 January 2025, and establishes a 'harmonised zone' within which Member States may not impose additional essential characteristics, assessment methods, or conformity markings beyond those prescribed, subject to a prior authorisation mechanism for imperative national measures on health, safety, or environmental grounds.AI
