European Commission 30 June 2025, Commission Delegated Regulation (EU) 2025/2273 of 30 June 2025 supplementing Directive (EU) 2024/1275 of the European Parliament and of the Council as regards the establishment of a comparative methodology framework for calculating cost-optimal levels of minimum energy performance requirements for buildings and building elements

Also known as

Commission Delegated Regulation (EU) 2025/2273 of 30 June 2025 establishes, pursuant to Article 6(1) of Directive (EU) 2024/1275 on the energy performance of buildings, a comparative methodology framework for Member States to calculate cost-optimal levels of minimum energy performance requirements for new and existing buildings and building elements, repealing Delegated Regulation (EU) No 244/2012 as of 1 January 2026. Key provisions require Member States to establish reference buildings across prescribed categories, assess energy efficiency and renewable energy measures using both macroeconomic and financial perspectives (including monetisation of greenhouse gas costs and health and environmental externalities of PM₂.₅ and NOx emissions), and perform sensitivity analyses on discount rates and energy price developments. The Regulation applies from 1 January 2026, with cost-optimal calculations to be reported to the Commission by 30 June 2028, and mandates that national minimum energy performance requirements not deviate by more than 15% from the cost-optimal benchmark chosen by each Member State.AI
