Commission Decision (EU) 2026/1283 of 9 June 2026 establishes the Battery Booster Facility as a financial instrument under direct management, funded by up to EUR 1,500,000,000 from the Innovation Fund pursuant to Article 10a(8) of Directive 2003/87/EC, to provide interest-free loans supporting the ramp-up phase of electric vehicle battery cell manufacturing projects located in the EEA. Eligibility is restricted to final recipients established in the EEA whose project constitutes their first full commercial-scale electric vehicle battery cell production globally, with a planned nominal annual capacity of at least 10 GWh, and whose majority shareholder does not exercise decisive influence over an already operational full commercial battery cell production; support is capped at 60% of eligible costs or EUR 500 million per recipient, whichever is lower. Loan agreements must provide for repayment commencing no later than the end of the ramp-up phase or 48 months after signature, with equal annual instalments over six years within a maximum maturity of ten years, and include contractual remedies for relocation of production outside the EEA within 12 months of cessation.AI
