The listed natural persons include officials of Penal Colony No 10 in the Republic of Mordovia, designated for responsibility over torture and inhuman treatment of Ukrainian prisoners of war and civilians, and executives of technology companies designated for providing material or technical support for surveillance infrastructure and repression of civil society. The listed entities—VK, Communication Platform LLC, VAS Experts, Norsi-Trans, and LLC Citadel—are designated for developing, supplying, or operating surveillance systems (notably the System of Operative Investigative Measures, SORM) or state-mandated mobile applications used to monitor and repress civil society and democratic opposition in Russia.AI
