Council Implementing Decision (CFSP) 2026/1816 of 23 July 2026 amends Decision 2012/642/CFSP concerning restrictive measures in view of the situation in Belarus and Belarus's involvement in the Russian aggression against Ukraine. Two legal persons—European Trading Company LLC (ETK), a Russian-registered subsidiary of the Belarusian Oil Company, and OJSC Mozyr Oil Refinery, a Belarusian state-controlled oil refinery—are added to Annex I (asset freeze and travel ban list) on the grounds that they are owned, controlled by, or associated with entities supporting the Lukashenka regime. Additionally, four entities (CHIP AND DIP LLC, OJSC Rogachev Plant Diaprojector, DISPLAY DESIGN BUREAU JSC, and CJSC 'Hull Products Plant') are inserted into Annex II, subjecting them to restrictions on authorisations for the sale, supply, transfer, or export of dual-use goods and technology, with the Annex I amendments entering into force on the date of publication and the Annex II amendments entering into force on the following day.AI
