European Commission 23 July 2026, Commission Implementing Decision (EU) 2026/1862 of 23 July 2026 determining the uniform cross-sectoral correction factor for the adjustment of free allocations of emission allowances for the period 2026 to 2030 (notified under document C(2026) 5379)

Also known as

Commission Implementing Decision (EU) 2026/1862 of 23 July 2026 determines the uniform cross-sectoral correction factor applicable to the adjustment of free allocations of emission allowances under the EU Emissions Trading System for each year of the allocation period 2026 to 2030, pursuant to Article 14(6) of Delegated Regulation (EU) 2019/331 and Article 10a(5) and (5a) of Directive 2003/87/EC. The Decision establishes that the cross-sectoral correction factor is set at 100% for each year of the period 2026 to 2030, meaning no reduction of free allocations is required, on the basis that the combined effect of unused allowances carried over from the 2021–2025 period and the available 3% additional amount under Article 10a(5a) is sufficient to prevent the preliminary annual free allocation amounts from exceeding the applicable maximum. The maximum annual amounts available for free allocation, after deductions for the New Entrants Reserve under Article 10a(8) and the Social Climate Fund under Article 10a(8b), range from 432 346 850 allowances in 2026 to 318 735 546 allowances in 2030.AI
