Commission Delegated Regulation (EU) 2026/132 amends Delegated Regulation (EU) 2019/2035 to strengthen traceability rules for kept dogs, cats, and ferrets moved between Member States, primarily in response to the expiry of the transitional period under Regulation (EU) No 576/2013 on 21 April 2026. Key provisions specify that injectable transponders must comply with ISO standards 11784, 11785, and 24631-1, bear a unique non-reprogrammable code (including, from 1 January 2028, an ISO 3166 country prefix), and be implanted only by official or authorised veterinarians or other nationally authorised persons; passports must be issued exclusively by such veterinarians, contain the information enumerated in new Annex V, and bear a unique alphanumeric number prefixed by the ISO country code of the issuing Member State. The Regulation applies from 22 April 2026, with transitional recognition of passports previously issued under Commission Decision 2003/803/EC and Implementing Regulation (EU) No 577/2013.AI
