Council Regulation (EU) 2026/1332 amends Regulation (EU) 2016/44 to implement UNSC Resolution 2819 (2026) concerning restrictive measures in view of the situation in Libya, updating the listing criteria in Article 6(1) to include designations made under paragraph 19 of UNSCR 2819 (2026). Article 11a is revised to condition the use of frozen cash reserves of the Libyan Investment Authority (entry number 1 in Annex VI) on Sanctions Committee approval pursuant to both UNSCR 2769 (2025) and UNSCR 2819 (2026). A new Article 11b is inserted to authorise, subject to Sanctions Committee approval and Member State notification, the intra-jurisdictional transfer of frozen funds or economic resources belonging to that entity between custodial banks or financial institutions for the purpose of changing the global custodian, provided the assets remain frozen and their form and value are maintained throughout.AI
