Commission Implementing Regulation (EU) 2026/1540 imposes definitive anti-dumping duties on imports of new pneumatic tyres of rubber for motor cars, buses, or lorries with a load index not exceeding 121 (CN codes 4011 10 00 and 4011 20 10) originating in the People's Republic of China, following an investigation initiated on 21 May 2025 pursuant to Article 5 of Regulation (EU) 2016/1036. The Commission determined, on the basis of Article 2(6a) of the basic Regulation, that significant distortions in China precluded the use of domestic prices and costs, and accordingly constructed normal value using Türkiye as the representative country; dumping and material injury to the Union industry were established, with the lesser duty rule under Article 7(2) applied. Definitive duty rates are set at 4.3% for the Hankook Group, 45.3% for Shandong Yongsheng Rubber Group Co., Ltd and all other non-cooperating importers, and 24.4% for other cooperating companies listed in the Annex, applicable to net free-at-Union-frontier prices before duty.AI
