Council Implementing Regulation (EU) 2026/1817 of 23 July 2026 amends Annex I to Regulation (EC) No 765/2006 by adding two legal persons—European Trading Company LLC (ETK) and OJSC Mozyr Oil Refinery—to the list of entities subject to restrictive measures in view of the situation in Belarus and Belarus's involvement in the Russian aggression against Ukraine. ETK is listed as a subsidiary of the Belarusian Oil Company (BNK) and is thereby indirectly owned and controlled by Belarusian state entities, while Mozyr Oil Refinery is listed as an almost entirely state-owned oil refinery forming part of the Belneftekhim concern and a part-owner of BNK, both entities being found to support and benefit from the Lukashenka regime. The Regulation entered into force on the date of its publication in the Official Journal of the European Union and is binding in its entirety and directly applicable in all Member States.AI
