17 . 1 . 92 Official Journal of the European Communities No C 11 /9 Article 4 The Commission shall be responsible for verifying the delivery operations and for the application of the criteria adopted when the aid is distributed to the people concerned. Article 5 This Regulation shall enter into force on the day of its publication in the Official Journal of the European Communities.
