No C 127/ 10 Official Journal of the European Communities 19 . 5 . 92 Article 5 Member States shall bring into force the laws, regu lations and administrative provisions necessary to comply with this Directive on the date on which the Agreement on the International Energy Programme enters into force with regard to the Community. They shall forthwith inform the Commission thereof.
