the first three years and shall, if appropriate, make proposals for any adjustment to be made with a view to continuing or not continuing the Programme. This Report shall be based on the reports concerning beneficiaries’ performance and assess, in particular, their effectiveness in contributing to the objectives stated in Article 1 and the Annex.
