Amendment 2 Article 3a (new) Article 3a During the final year of the Protocol’s validity and before any agreement on the renewal thereof is concluded, the Com- mission shall submit to the European Parliament and the Council a report on the application of the Agreement and the conditions under which it was implemented. This report shall also include a cost benefit analysis.
