11. Article 14a is added: ‘Article 14a Report and cooperation 1. The Commission shall submit a report to the European Parliament and the Council on the oper- ation of this Regulation at the latest three years after its entry into force. The report shall address in particular the functioning of Articles 8, 8a and 10. 2.
