Article 28 Entry into force and application in time This Regulation shall enter into force on … It shall apply to non-contractual obligations arising out of acts occurring after its entry into force. This Regulation shall be binding in its entirety and directly applicable in the Member States in accordance with the Treaty establishing the European Community.
