Amendment 3 Article 3a (new) Article 3a During the fourth year of the Protocol's implementation and also at the end of its validity, before another agreement is concluded on its renewal, the Commission shall submit to the European Parliament and the Council a report on the appli- cation of the agreement and the conditions under which it was implemented.
