59. Calls on the Commission to follow up the Green Paper with a proposal for a directive on mental health in Europe and the defence of and respect for the civil and fundamental rights of persons suffering from mental disorders; 60. Urges the EU and ACP countries to work closely on investing in good mental health through devel- opment and Cotonou policies; 61.
