The European Committee of the Regions supports an EU-wide transition to a circular economy and urges continuation of the proposed waste-directive amendments, advocating a holistic resource-efficiency framework with stronger roles for local and regional authorities. It recommends binding waste-prevention, recycling, bio-waste and landfill-reduction measures; harmonised definitions and output-based recycling calculations; reinforced extended producer responsibility, eco-design and green public procurement; and proportionate implementation support for regions with differing capacities. The opinion proposes amendments to require product design reducing environmental impacts and waste, to frame separate bio-waste collection around optimal organic-waste recycling, and to define municipal waste by its composition rather than the collector.AI
