This Communication from the European Commission, dated 22 November 2016, proposes a new European Consensus on Development to replace the 2005 Consensus, providing a common policy framework for EU institutions and Member States in implementing the UN 2030 Agenda for Sustainable Development and its Sustainable Development Goals in developing countries. The proposed Consensus establishes binding orientations across five thematic pillars—People, Planet, Prosperity, Peace, and Partnership—grounded in a rights-based approach, gender equality, policy coherence for development (Art. 208 TFEU), and coordinated use of all means of implementation including ODA, blending, and private finance mobilisation. The Commission requests the Council and European Parliament to adopt the Consensus as a Joint Statement, with implementation subject to a mid-term assessment and periodic joint reporting to the UN High Level Political Forum.AI
