The European Commission proposes to amend Council Regulation (EU) No 216/2013 on the electronic publication of the Official Journal of the European Union by permitting authentication of the Official Journal's electronic edition by an advanced electronic seal based on a qualified certificate, in addition to the existing advanced electronic signature, in conformity with Regulation (EU) No 910/2014 on electronic identification and trust services (eIDAS). The key distinction between the two authentication methods is that an electronic signature requires a natural person as signatory, whereas an electronic seal is created by a legal person—here, the Publications Office—without identifying a specific individual responsible for authentication. The legal basis for the amendment is Article 352 TFEU, the proposal has no financial impact on revenue or administrative appropriations, and implementation is scheduled for late 2017 to early 2018.AI
