The EESC welcomes the framework as an initial step but considers that its ten indicators are excessively waste-focused and should be expanded to cover, inter alia, eco-design, business and consumption models, social and emissions indicators, material flows, public and private investment, and links to the low-carbon economy and the Sustainable Development Goals. It recommends explicit identification and remediation of data gaps, broader definitions of circular-economy sectors and waste, and stakeholder engagement through the European Circular Economy Stakeholder Platform.AI
