The European Commission's Communication of 22 May 2018 establishes a New European Agenda for Culture, grounded in Article 3 TEU and Article 167 TFEU, which reserve cultural policy competence to Member States while conferring on the Union a supporting and coordinating role. The Agenda sets out three strategic objectives—social cohesion, economic growth through culture-based creativity, and strengthened international cultural relations—and proposes a series of concrete actions to be implemented through Creative Europe, Erasmus+, Cohesion Policy funds, and the Open Method of Coordination in cooperation with Member States. Cross-cutting initiatives on cultural heritage protection and a Digital4Culture strategy are designated to serve all three objectives, with full implementation envisaged through successor EU programmes under the next Multiannual Financial Framework from 2021.AI
