In this Communication, the European Commission establishes a comprehensive European Union strategy to foster the development and commercial deployment of connected and automated mobility while addressing road safety, environmental objectives, and international competitiveness. The strategy outlines planned regulatory and policy measures across EU vehicle approval frameworks, product liability regimes, cybersecurity, in-vehicle data access, and radio spectrum management, including proposed mandates for vehicle data recorders under the revision of the General Safety Regulation. It also identifies concrete priorities for coordinating cross-border testing, funding research and infrastructure through Horizon 2020 and the Connecting Europe Facility, and managing the socioeconomic and ethical impacts of automated transport.AI
