This European Commission Staff Working Document constitutes the 2018 annual progress report on Turkey's accession to the European Union, prepared pursuant to the EU Enlargement Policy framework and accompanying the 2018 Enlargement Communication. The report assesses Turkey's compliance with EU accession criteria across political, rule-of-law, economic, and sectoral chapters, documenting serious and sustained backsliding in judicial independence, fundamental rights, democratic institutions, and the rule of law, particularly in the context of the state of emergency declared following the July 2016 attempted coup. The Commission finds that Turkey has moved away from the European Union across virtually all assessed areas, recommends lifting the state of emergency without delay, and notes that under prevailing circumstances no new accession chapters are considered for opening.AI
