This proposal for a Decision of the European Parliament and of the Council, based on Article 192(3) TFEU, establishes the Eighth General Union Environment Action Programme (8th EAP) to 2030, setting six thematic priority objectives encompassing climate neutrality, climate adaptation, circular economy, zero pollution, biodiversity protection, and sustainable production and consumption, within a long-term 2050 vision of living well within planetary boundaries. The instrument identifies enabling conditions for achieving those objectives—including effective legislative implementation, mainstreaming of sustainability across all governance levels, mobilisation of sustainable finance, and phasing out of environmentally harmful subsidies—and mandates the Commission, supported by the European Environment Agency (EEA) and the European Chemicals Agency (ECHA), to establish a comprehensive monitoring framework to assess progress on a regular basis. Additional human and financial resources are to be allocated to the EEA and ECHA, funded through reallocation from the LIFE programme budget lines, to support the new monitoring, reporting, and data functions required under the programme.AI
