This European Commission Communication (COM(2022) 133 final), issued on 23 March 2022 in response to the European Council's Versailles Declaration, addresses the impact of Russia's invasion of Ukraine on global and EU food security, setting out short- and medium-term measures including a EUR 500 million producer support package, activation of the Temporary Crisis Framework for state aid, and a temporary derogation from certain Common Agricultural Policy greening obligations to expand agricultural production capacity. The Communication identifies structural vulnerabilities in the EU food system—particularly dependence on imported energy, fertilisers, and feed—and calls on Member States to revise their CAP Strategic Plans to reduce such dependencies through precision farming, sustainable biogas, agro-ecology, and plant protein production. It further commits the EU to stepping up humanitarian and development assistance to food-deficit countries, advocating against export restrictions in international fora, and accelerating the transition to sustainable food systems in line with the European Green Deal and Farm to Fork Strategy.AI
