The recommendation calls for concrete measures across three principal areas: engagement with China on global challenges including climate change and Russia's war of aggression against Ukraine; opposition to China's human rights violations in Xinjiang, Tibet, Hong Kong, and Macao, including through targeted sanctions and implementation of the EU global human rights sanction regime; and de-risking of EU strategic and economic dependencies on China to preserve open strategic autonomy, including through implementation of the European Economic Security Strategy, protection of critical infrastructure, and enhanced cooperation with like-minded partners.
