The European Parliament, in its recommendation of 13 December 2023 (P9_TA(2023)0469), addressed to the Council and the Vice-President of the Commission/High Representative for Foreign Affairs and Security Policy, sets out a comprehensive framework for EU-China relations characterised by the tripartite approach of cooperating where possible, competing when needed, and confronting where necessary, reflecting China's concurrent status as partner, competitor, and systemic rival. The recommendation calls for concrete measures across three principal areas: engagement with China on global challenges including climate change and Russia's war of aggression against Ukraine; opposition to China's human rights violations in Xinjiang, Tibet, Hong Kong, and Macao, including through targeted sanctions and implementation of the EU global human rights sanction regime; and de-risking of EU strategic and economic dependencies on China to preserve open strategic autonomy, including through implementation of the European Economic Security Strategy, protection of critical infrastructure, and enhanced cooperation with like-minded partners. The recommendation further urges a unified EU approach on Taiwan, freedom of navigation in the South and East China Seas, countering foreign information manipulation, and full implementation of the 5G security toolbox.AI
