This Commission Report (COM(2024) 123 final), issued pursuant to Article 5(1) of Decision (EU) 2022/591 (8th Environment Action Programme), presents a mid-term review of progress toward the Programme's six thematic priority objectives for 2030, covering greenhouse gas emission reductions, climate adaptation, circular economy, zero pollution, biodiversity, and sustainable production and consumption. The Report finds that while the EU has made measurable progress—particularly in reducing net GHG emissions (down 32.5% from 1990 levels by 2022), improving air quality, and mobilising green finance—full achievement of 2030 targets requires accelerated implementation by Member States, with projected net GHG reductions of only 51% against the legally binding 55% target under the European Climate Law (Regulation (EU) 2021/1119). The Report identifies persistent gaps in LULUCF carbon sink performance, biodiversity protection, water and soil pollution, and the decoupling of consumption from resource use, and calls for enhanced enforcement, increased public and private investment, phase-out of fossil fuel subsidies, and stronger global engagement to meet the Programme's objectives.AI
