This Council Decision, proposed by the European Commission under Articles 91(1), 100(2), and 207(4) TFEU in conjunction with Article 218(5) TFEU, authorises the signing on behalf of the European Union of the Interim Agreement on Trade (ITA) between the European Union and the United Mexican States, which falls exclusively within EU competence. The ITA establishes a free trade area consistent with Article XXIV of GATT 1994 and Article V of GATS, covering trade in goods, rules of origin, customs and trade facilitation, trade remedies, sanitary and phytosanitary measures, technical barriers to trade, services and investment liberalisation, public procurement, intellectual property, trade and sustainable development, and dispute settlement. The ITA is intended as a transitional instrument that will cease to apply upon the entry into force of the Modernised Global Agreement (Political, Economic and Cooperation Strategic Partnership Agreement), which it is designed to precede and be subsumed by.AI
