This Commission Staff Working Document accompanies the Digital Omnibus legislative proposals (SWD(2025) 836 final), which seek to simplify and consolidate the EU digital regulatory framework by amending or repealing multiple instruments including the GDPR, the Data Governance Act, the Open Data Directive, the Free Flow of Non-Personal Data Regulation, the ePrivacy Directive, the NIS2 Directive, the CER Directive, the AI Act, and the Platform-to-Business Regulation. Key measures include integrating data-sharing rules into a single Data Act, introducing targeted GDPR amendments to reduce administrative burden and enhance legal certainty, modernising the cookie consent framework to address consent fatigue, establishing a single-entry point for cybersecurity incident reporting under ENISA, and extending SME-equivalent mitigating measures to small mid-cap enterprises.
