European Central Bank 10 March 2026, Opinion of the European Central Bank of 10 March 2026 on a proposed regulation as regards the simplification of the digital legislative framework (Digital Omnibus) (CON/2026/9)

Also known as

The European Central Bank (ECB), in Opinion CON/2026/9 of 10 March 2026, delivered pursuant to Articles 127(4) and 282(5) TFEU, generally supports the proposed Digital Omnibus Regulation aimed at simplifying the Union's digital legislative framework, including amendments to the GDPR, EUDPR, Data Act, DORA, and related instruments. The ECB recommends, inter alia, that the definition of 'public emergency' under the Data Act be clarified and not construed more restrictively than existing Union emergency frameworks, that the EUDPR be integrated into the proposed single-entry point for personal data breach notifications, and that joint controllers be permitted to submit a single notification on behalf of all joint controllers to reduce duplicative reporting obligations. The ECB further proposes that DORA be excluded from the single-entry point mechanism at this stage, given the significant resources already invested in DORA implementation and the risk that routing time-critical ICT incident reports through an additional actor could delay supervisory response.AI
